<p>The programme is supposed to enable the secure exchange of patient information between hospitals all over the country.</p>
<p>If it worked, this efficient exchange of information should be very good for patients&#8217; health. Alternatively, computers being what they are, they&#8217;re unlikely to work first time &#8211; and the cost overrun is likely to be enormous.</p>
